Chapter 10 - The Federal Threshold

The sunrise over the state capital was not bright; it was a pale, icy grey that cut slowly through the lingering storm clouds.
At 07:30 AM, a massive eighteen-wheeler pulled up to the security checkpoint of the Thomas J. Minton Federal Building in downtown Albany. The air air-brakes hissed loudly as the truck came to a full stop.
The passenger door opened, and Emily stepped down onto the wet concrete sidewalk, holding Lily securely in her arms.
She looked up at the towering, twenty-story granite edifice of the United States Attorney's Office. High above the polished brass entrance, the gold seal of the Department of Justice gleamed dully in the morning light.
Here, sixty miles away from Oak Ridge, Evelyn Sterling’s local network of bribed sheriffs, private security operatives, and compromised municipal judges carried no weight. Here lay federal jurisdiction.
Emily walked up the sweeping granite steps, her coat mud-stained, her hair disheveled, her skin bruised and pale. But her posture was straight, her head held high, her eyes burning with an unquenchable, terrifying resolve.
She pushed through the heavy glass entrance doors, stepping into the massive, high-security lobby.
Four armed Federal Marshals standing behind the X-ray security stations immediately turned, their hands hovering near their sidearms as they took in the sight of the disheveled woman and child.
"Ma'am, stop right there," a senior Marshal commanded, stepping forward. "State your business in the building."
Emily didn't stop. She walked straight up to the head officer's desk.
She reached into her coat pocket, pulled out the MicroSD card wrapped in a clean paper napkin, and set it down on the black counter between them.
Beside it, she laid her laptop.
She looked the Federal Marshal directly in the eye, her voice ringing out across the vast, marble lobby like a bronze bell.
"My name is Emily Sterling," she announced, every single word cut from diamond. "I am here to report a federal conspiracy, financial fraud, and a cold-blooded murder committed by Evelyn Sterling and Mark Sterling of the Sterling Trust."
The Marshal frowned, looking down at the tiny memory card on his desk. "Ma'am... you need to go to the local precinct for domestic—"
"On that card," Emily interrupted, her voice dropping into an ice-cold register that made the officer freeze, "is high-definition surveillance footage showing Evelyn Sterling executing a federal witness in her basement with a lethal injection while her son holds his head. The victim's name was Julian Vance."
The Marshal’s eyes widened in sudden, absolute shock. Julian Vance was a name that had been on the FBI's regional missing persons task force bulletin for over two years.

The officer looked at Emily, saw the absolute lack of deceit in her cold, steady gaze, and immediately lifted his radio to his lapel.
"Get the Assistant U.S. Attorney on duty down to the lobby," the Marshal commanded into his mic, his voice tight. "Code Red. Bring an FBI field agent with you now."
